SUMMARY

SUNY Brockport is accepting applications for an Associate Director of Housing Operations. The Office of Residential Life and Learning Communities supports SUNY Brockport's mission by developing safe, inclusive, and vibrant communities that value academic excellence and overall student development. Through collaboration and unique relationships with students, our staff provides an appropriate balance of challenge and support, community development, and a purposeful residential curriculum with holistic student education at its core.

The Associate Director for Housing Operations & Capital Planning provides senior-level oversight of the financial, facilities, capital planning, and technology infrastructure supporting a residential program of approximately 2,700 students and $25M in annual revenue. Reporting to the Director of Residential Life/Learning Communities, this position serves as the operational backbone of the department, translating institutional strategy into actionable, data-informed plans that sustain occupancy, steward physical assets, and deliver an exceptional student residential experience. The Associate Director serves as acting department head in the Director's absence and functions as a key member of the department's leadership team.

JOB FUNCTIONS

Essential Functions
Budget Management & Financial Oversight

  • Develops, manages, and monitors the departmental operating budget, including annual preparation of the DIFR (Dormitory Income Fund Reimbursable) budget in collaboration with University Budget Office.
  • Oversees approximately $25M in annual housing revenue, conducts regular variance analyses and produces financial forecasting reports for the Director and Cabinet-level leadership.
  • Manages departmental purchasing, procurement compliance, and vendor relationships in alignment with SUNY and campus policies.
  • Benchmarks RLLC financial performance against peer SUNY institutions to identify efficiencies, revenue optimization opportunities, and competitive positioning.
  • Develops multi-year financial sustainability models that account for enrollment trends, deferred maintenance projections, and capital investment cycles.
  • Serves as primary liaison to University Budget, Accounts Payable, and Controller offices for residential finance matters.
  • Develops and maintains routine budgetary documents to ensure spending targets are achieved.
Facilities Operations & Capital Planning
  • Develops and maintains an annual and long-range (five- to ten-year) Residential Facilities Master Plan in collaboration with Facilities Management and Planning.
  • Manages the capital project pipeline for residence halls, including project scoping, budget tracking, contractor coordination, and move-in/move-out scheduling alignment.
  • Conducts and documents regular facilities inspections and translates findings into actionable work orders, preventative maintenance schedules, and deferred maintenance priorities.
  • Serves as the department's primary point of contact for all facilities-related operational issues, ensuring timely resolution and clear communication to students and staff.
  • Ensures all residential facilities meet ADA compliance, fire safety, and SUNY facilities standards; coordinates with Environmental Health & Safety as needed.
  • Develops and implements a deferred maintenance tracking protocol to inform annual DIFR budget requests and multi-year capital plans.
Housing Operations & Technology Systems
  • Serves as the departmental power user and system administrator for HousingCloud, CBORD, and related platforms; oversees system configuration, upgrades, reporting, and staff training.
  • Leads occupancy management strategy, including room assignment processes, waitlist management, room change protocols, and space utilization optimization.
  • Manages the departmental Restriction from Housing List and related compliance documentation.
  • Collaborates with the Assistant Director on analysis of the customer journey to improve communication, portal experience, and assignment touchpoints.
  • Maintains functional documentation for all technology systems and operational processes.
  • Leads continuous improvement cycles tied to audit findings or student feedback.
Supervision & Staff Development
  • Supervises professional staff with assigned portfolios in assignments, front office operations, and/or facilities coordination.
  • Provides regular supervision, performance evaluations, and professional development coaching for direct reports.
  • Supervises student workers and office assistants indirectly; establishes expectations and accountability structures through direct reports.
  • Participates in departmental hiring, onboarding, and training for operational staff.
Department Leadership & Institutional Engagement
  • Serves in on-call rotation as Tier 2 emergency support; provides leadership consultation to on-call staff responding to facilities emergencies, administrative crises, or student welfare concerns.
  • Acts as Director in their absence; provides continuity of operations and decision-making authority as delegated.
  • Serves as department liaison to Facilities, Planning, University Budget, and University Events for cross-functional coordination.
  • Maintains compliance with conduct officer certification.
  • Serves on Student Conduct boards as needed.
  • Manages records for department policies, procedures, crisis response, and continuity.
  • Manages RLLC web content and creation ensuring the department's presence is robust and innovative.
  • Represents Residential Life on departmental and University-wide committees.
  • Contributes to divisional and institutional planning processes as a senior leader within Student Affairs.
  • Serves as a liaison to campus stakeholders regarding housing assignments and related processes, while providing guidance and education on departmental procedures.
Non-Essential Functions:
  • Attends University and divisional all-staff events and professional development programming.
  • Maintains and develops external professional relationships through ACUHO-I, SUNY Housing Network, or comparable organizations.


REQUIREMENTS

Minimum Qualifications:

  • Master's degree by time of appointment in Higher Education, Student Affairs, Business Administration, Public Administration, or a related field from a college or university accredited by the U.S. Department of Education or an internationally recognized college or university
  • Minimum of five years of progressive professional experience in housing/residential life in higher education, including at least three years in a role with direct responsibility for budget management, facilities oversight, or capital planning
  • Demonstrated experience managing or co-managing an operating budget of $1M or greater
  • Experience with housing management software (e.g., HousingCloud, StarRez, eRezLife, or comparable platform)
  • Strong analytical skills with experience using data to drive operational decisions and strategic planning
  • Demonstrated commitment to equity, inclusion, and creating environments where students from all backgrounds can thrive
  • Ability to perform physical requirements of the role including stair climbing, facilities walkthroughs, and emergency response within residential facilities
Preferred Qualifications:
  • Experience with DIFR or comparable revenue-fund budget development and management in a public university context
  • Experience managing capital construction or major renovation projects in a residential life or facilities context
  • Prior experience supervising full-time professional staff
  • Familiarity with SUNY system policies, procurement requirements, or State Finance Law compliance
  • Experience with deferred maintenance planning tools or facilities condition assessment processes
  • Track record of successful benchmarking and data-informed program development


ADDITIONAL INFORMATION

Work Schedule:

37.5 hours/week: Monday-Friday, 8 am-4 pm. Will be expected to engage in occasional evening and weekend activities in support of residence hall openings, capital project oversight, and on-call coverage.
