DEPARTMENT OVERVIEW

Colleges, Housing and Educational Services (CHES) is a multi-funded organization within the Finance, Operations and Administration (FOA) division at the University of California (UC) Santa Cruz. CHES provides leadership in the areas of college student life and residential services, housing services, facilities, employee housing and capital planning, dining services, conference services, early education services, the Bay Tree Campus Store, ID card services, and business and financial analysis for these areas. Through these units, educational and developmental programs and services are offered to all members of the campus community, including students, faculty, staff, children and external constituents.

CHES provides on-campus housing and dining services to nearly 9,500 undergraduate and graduate students in ten residential colleges and six multi-college affiliated residential communities which support single students and students with families. Employee housing is provided through 51 rental units at the Laureate Court apartments and 188 for-sale homes in four different locations. The unit also provides off-campus student housing support and summer conference operations. CHES manages the auxiliary services units of the Bay Tree Bookstore and ID card services and offers Early Education Services for student parents.

JOB SUMMARY

Under the general supervision of the Associate Director for Student Conduct, the Assistant Director for Community Standards and Restorative Practices serves as a member of the College Student Life leadership team and as a backup for urgent conduct matters. The Assistant Director provides direct supervision and support to the Restorative Justice Coordinator and the Student Conduct Administrative Coordinator. The Assistant Director completes higher level Student Conduct cases, tracks case assignment and completion and works to develop and implement curricular initiatives that address the educational needs of residential students. The Assistant Director will assist with the coordination of implementing a curricular approach and with campus committee responsibilities. The Assistant Director will supervise the management of sensitive Student Conduct information and at the direction of the Associate Director will assist with program development. The Assistant Director will work in collaboration with the Associate Director to review multifaceted organizational problems, develop courses of action, and implement proposed solutions.

Salary Information: Salary Range: $71,700 - $83,400 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES

35% - Conduct Case Management
  • Assists with the oversight of student conduct case management. Investigates policy violations and monitors compliance of sanctions. Investigates allegations including but limited to violations of the student code of conduct in the following categories; sexual assault, sexual harassment, stalking, allegations relating to the activities of campus-wide student organizations; allegations involving alleged criminal charges, threats or acts of violence, allegations arising from student demonstrations, and allegations of misuse and compromise of UCSC computing systems.
  • Investigates and adjudicates residential student cases from the Colleges, Affiliated Residential Community Housing (ARCH) and Family Student Housing (FSH) units and cases involving student staff misconduct. Adjudicates high level conduct cases that may result in a student's suspension or dismissal from the university and with the concurrence of the Associate Director for Student Conduct and the Executive Director for College Student Life, or their designee... In the absence of the Associate Director, issues interim actions. 
  • Applies principles of student development in the administration of student jurisprudence. Advises students and makes referrals to appropriate resources and agencies. Ensures due process, develops resolutions, assigns sanctions, and conducts follow-up as appropriate. Advises students and makes referrals to appropriate on- and off-campus resources. 
  • Serves as a resource for consultation and evaluation of emerging concerns to prevent or mitigate problematic behavior/violation of policies. 
  • Maintains compliance with all Federal and State mandates regarding specialized student conduct training. 
  • Works regularly in the conduct database, which includes preparation of post-hearing conduct resolution letters and any other related documents.

25% - Student Conduct Administration
  • In conjunction with the Associate Director, will review the distribution and management of Student Conduct Cases across CHES. Tracks conduct caseloads and other influencing factors to maintain an equitable workload distribution of conduct cases for all CHES Student Conduct Officers. 
  • Monitors data for trends and proposes areas for intervention. Works with Associate Director on the preparation of ongoing, quarterly, and yearly conduct status reports suitable for circulation within the campus conduct community.
  • Reviews multifaceted group, individual, and organizational problems, develops and recommends courses of action, and implements proposed solutions. In conjunction with the Associate Director, builds a cohesive team of conduct officers.
  • Regularly participates in ongoing professional development opportunities including workshops, conferences, and webinars. Reviews relevant literature to remain current on emerging trends and issues in higher education. Serves as a campus subject matter expert for student conduct officers.
  • Attends all regularly scheduled professional staff meetings including but not limited to unit team meetings, meetings with the Associate Director, and Colleges, Housing, and Educational Services meetings.
  • Participates in ongoing review and revision to pertinent policies, websites and staff training manuals. Provides on-boarding, annual, and ongoing training to campus conduct officers and live-in student staff on student conduct, policy enforcement, and conflict resolution. 
  • Assists with Federal, State and UC audits on Clery, Title IX, and Student Conduct as necessary on behalf of the CHES Student Conduct Office. 
  • Under the direction of the Associate Director and in collaboration with other conduct staff, updates and maintains the sanction matrix for the Colleges, ARCH, and FSH units.
  • Serves as backup/proxy for the Associate Director on university committees and work groups including but not limited to:  BIT Team, the Hate/Bias Response Team, and Slug Support. Also represents the Associate Director on an as-needed basis at system-wide meetings. 

20% - Staff Supervision
  • Responsible for the recruitment, hiring, training, and direct supervision and evaluation of the Restorative Justice Coordinator and the Student Conduct Coordinator. Provides the Student Conduct Coordinator and Restorative Justice Coordinator with oversight and direction for project management. Coordinates the efforts of the Student Conduct Coordinator in administrative assignments including but not limited to record management and distribution of reports to assist with case management. 
  • Provides leadership and direction for training programs, workshops, coaching and mentoring as needed. Training includes skills development in counseling, conflict resolution, programming, and crisis management. 
  • Ensures that all staff members follow and enforce University and College policies and procedures. Sets and models a standard of ethical and professional behavior for the student and professional staff team. 
  • Promotes a safe and healthy workplace; monitors and addresses conditions and practices that could result in workplace injury or illness, and effectively responds to injuries that do occur.
  • In conjunction with the Coordinators for Conduct and Education, monitors adjudication performance of professional College Student Life staff and works with Conduct Officer supervisors to address performance concerns.

10% - Program Development and Training
  • Oversees the campus-wide Restorative Justice program. Coordinates Restorative Justice (RJ) trainings across CHES units. In collaboration with the Restorative Justice Coordinator, seeks to continually promote, assess, and improve the Restorative Justice process on campus. 
  • In collaboration with the Associate Director, develops a comprehensive college curriculum. Applies principles of student development theory, restorative justice, and educational philosophy in the implementation of the student conduct curriculum.
  • As needed by the Associate Director, develops, coordinates and delivers annual, conduct-related presentations for purposes of professional staff development and student staff education. Surveys staff, consults with College Student Life leadership, and otherwise approaches staff training with an emphasis on constant improvement.
  • At the direction of the Associate Director, develops and delivers outcome-based training for conduct officers within the campus conduct system and oversees the training on the use of conduct software for the Colleges, ARCH, and FSH units. Provides support and training to CHES staff responsible for adjudication including Associate Directors College Student Life, Assistant Directors, Coordinators of Conduct and Education and Coordinators for Residential Education. 
  • Manages and administers large-scale educational trainings and sanctions (e.g. AlcoholEdu, BASICS, E-Checkups, Decision Making Workshops, etc.) and collaborates, as needed, with appropriate campus stakeholders including Title IX, SHOP, and the Dean of Students Office.

5% - Hearing Coordination Back-Up
  • Serves as a back-up to Hearing Coordinators in university hearings such as Title IX Appeal Board and formal Conduct hearings in collaboration with CHES conduct office and the Dean of Students office.
  • Identifies, supports, and advises hearing board members, ensuring compliance with timelines, processes, policies, etc.
  • Proactively advises students of their rights and responsibilities, including the interpretation of policies and procedures.
  • Impartially enforces hearing procedures and facilitates communication between parties, ensuring due process and neutrality throughout the hearing and appeal process.

5% - Other Duties as Assigned
  • Completes other duties as assigned. 
  • Represents CHES on various campus committees as needed such as the Title IX Case Management Team, the Coordinated Community Response Team, the Slug Support Team, Student Handbook Review committee, We Are Slugs Team, Campus Clery Review committee, the Drone Taskforce, Police Chief's Advisory Board, Behavioral Intervention Team (as needed), the Committee on Campus Engagement and various policy subcommittees. 
  • Represents CHES as needed at the system-wide level.
  • Represents the department and/or unit on campus, in the community, and in appropriate professional organizations.

 

REQUIRED QUALIFICATIONS
  • Bachelor's degree in a related area and/or equivalent experience/training.
  • Demonstrated experience and expertise related to student conduct issues at an institution of higher education, including knowledge of student development theories and their application, especially as they relate to student conduct.
  • Familiarity with the law as it pertains to higher education, especially relating to student life, student discipline, due process, individual rights, liability issues, and privacy.
  • Related administrative experience in an institution of higher learning.
  • Excellent written, oral, and interpersonal communication skills sufficient to develop, teach, and lead workshops and conduct public presentations.
  • Experience in conflict resolution and negotiating skills/training.
  • Demonstrated ability to work independently on sensitive, confidential, often volatile, and complicated issues with tact and political acumen.
  • Excellent communication and interpersonal skills including demonstrated experience in handling difficult conversations with tact and diplomacy, interacting with people from diverse backgrounds in a consistently professional and effective manner, and maintaining poise and composure in potentially stressful situations.
  • Knowledge of state and national trends in higher education regarding student conduct, student conduct systems and processes.
  • Demonstrated ability to analyze problems/issues, gather data and information, evaluate and recommend alternative solutions, or effect solutions with a tolerance for ambiguity and change, when necessary.
  • Demonstrated technical skills sufficient to comprehensively use a complex and secure database.

 

PREFERRED QUALIFICATIONS
  • Master's degree in higher education, student personnel, counseling or a related field or equivalent experience.
